Remember the US gold medalist marion jones (think thats who she was) that went to jail for lying to federal agents. This is a US law that they seem pretty serious about. They did not do her for using the drugs just for lying about it.
He has already been proved guilty now just sentencing. So yes very harsh in my book but..........
