I'm in the process of purchasing some VERY upcoming artists work shortly and the artist has asked what I am willing to pay for the pieces.
They are ink drawings on art paper 6" x 10"
This particular artist has not had any shows or exhibitions just found him on the internet.
The last thing I want to do is be rude or insulting. Any pointers or guidelines on how to approach this?

They MUST have some idea of a price, but I suppose if they are against that then it all boils down to what you are comfortable in paying for an unknown, new or undiscovered artists work. If it was a comission then it would be a different story. ie: a mutual price agreed upon by both parties. I see no reason why they shouldn't come up with a price. They can always turn you down and you can renegotiate or pass if the artist is asking too much. I would also try and negotiate a lower price if buying more than one piece.

I also think that the medium in which you negotiate is important to the outcome. It's unlikely that an email, written sensitively could ever be construed as rude or insulting when it comes to agreeing a price, and to me probably the easiest way. Over the phone - don't think so. Face to face depends on how you feel at the time - you'll already have a figure in mind (which should include the nebulous premium you reckon the works are worth). He knows what his bottom level is - you just need to tease it out.

I would hazard a guess at ยฃ50-ยฃ100 pounds per drawing.... Depending on the level of detail in the work.

I agree it's all subjective. But if I saw an artist who's work I didn't care for, but I could see an amazing talent...I could be tempted to describe as a hot talent.

I dont see it makes any difference how detailed they are, on that basis Matisse drawings would be worth very little...

I would say between ยฃ25 to ยฃ60 from your description. Some more established artists are selling ink drawings of this size for less than ยฃ100.

I guess I should clarify when I say VERY upcoming I mean this artist has no established history as being an artist, no gallery shows, exhibits, group shows, etc. Just some dude on the internet. I think I got some good answers here and proceeded with an offer to the artist. I'll let you know what happens. Hopefully I'll be posted some pics.
