In the U.S., it depends on the jurisdiction. All public decency laws are local. But most parts of the country frown on tits. Which is sad. Because what makes people more happy than tits? Even the word is cute. I challenge any man, woman, or child to say "tits" without cracking a smile.

Actually, nipple is definitely considered as sexual explicit in the US. Indeed, breasts are fine but "post-pubescent female breast", that is nipple, is considered sexually explicit and usually banned/covered in US. In regards of respect of minor, this image is note considered offensive because there is no lewd or perverse exhibition of breast, nor sexual act... so it is not porn (+18) In EU, especially southern and nordic countries, breasts and nipples are not considered as sexual explicit content. In fact, nipples can be shown on Italian, Spanish and French TV without any problem; and as long as long as there is no perverse or simulated sexual act that can be offensive to children, it is OK. As I explained it here, that's why fashion blog targeting the US market are photoshopping tits in their catalogue and why Ron English is replacing tits with Mickey but in France it's a different story as you can show breast on prime TV.
