I also owned a couple of prints done by the Ohio Print club and I believe they commissioned artists to make prints for them but that endeavor was run by a museum.
Not sure how easy it would be to do your own and have enough cache to entice well known artists to make something, but then again just look at BNE...
Not to mention the nightmare of getting 75 people or so to always submit dues on time, and also handle the production aspect of the prints as well.

If the "private collecting group" has fully commissioned the edition then handing over the complete edition to the administrators would make sense. If he simply produced it to sell exclusively to each individual member then fair enough, he'll be able to check names/addresses etc.
