I run a crew in Shanghai called Sub-Culture. We started off as just a dj/mc crew playing dubstep and jungle, but over the years we have evolved (and grown up a bit) and now we incorporate art, cinema and free workshops into our events.
Every month we invite a designer/artist to design our events posters, and then we produce a limited run of screen prints to sell (really cheap)

Things to do, sit in one of the bars overlooking the Bund watching the giant TV screens on the buildings over the water, try Bar Rouge bar-rouge-shanghai.com/index_en.php but beware the drinks are mental prices, but they don't seem to mind the odd (well the description fits me) foreigner just going up to look from the balcony. Also go up in the lift in the Grand Hyatt Hotel 87 floors in approx 8 seconds and you don't even feel as though it is moving, amazing and the views are incredible especially the 128 floor Shanghai Tower along side, that can be seen from the lowly 88th viewing floor of the Hyatt (the Shanghai Tower has a big square hole in it to allow dragons to fly through, it was planned to be round but Chinese Japanese relationships scuppered that idea as it looked to much like the Japanese flag!)

The round white piece was really stunning.
Chinese art is really pricey mind. You would need seriously deep pockets the make Banksy's look like a bargain. They seem to cater only to the really rich and nothing less so very pricey.

From October 20th to December 1st, 2014, on the occasion of the 10th anniversary, the most iconic place of Shanghai - Bund18 - presents a never seen project in Shanghai with a very exclusive artists residency curated by Galerie Magda Danysz.
From the pioneers of street-art such as Futura, international figures as Jonone and Poesia to the most promising young generation as Ludo, YZ, and Seth, from 2014/10/20 to 2014/11/18, the artists will work onsite of Bund18 for people to LOOK THROUGH the window to see the work-in-process of street art.
Bund18 and Magda Danysz Gallery offers here an unique experience which makes this artist residency so impressive even before the formal show between November 18th and December 1st.

I didnt visit the art districts but from walking the city graffiti is nowhere to be seen and street art even less. Stickers and tags are removed as fast as they seem to go up it was a surreal feeling actually visiting such a large city without any traces of graffiti. I think there is something to be said for that as a city without graffiti usually would seem to be a clean city, yet I feel there is something disturbing about it all. I loved the city and visit well cultured people and a thriving art scene, yet I would like to go back and find out more about this repression that exists of graffiti and street art.

Been in Shanghai a while and you're right, graffiti and street art are rare outside Moganshan Lu but there are more and more projects going on and some great museums and galleries have opened over the past few years.
Will try and post some photos from Look Through in the next week or so...

Main reasons are that the Government would be pretty tight on any thing that would be seen as anti state etc. so it would be regarded as more than Graffitti so very tough and also not really a Chinese thing particularly for your standard youth. Very rigorous studying etc goes on.
You do see some though but mainly like this in the Art areas such as 798 in Beijing and Redtory in Guangzhou which have been done by both internationals and locals. It's definately growing though as people travel and Urban Art becomes bigger plus you see these areas developing
