These dots you are mentioning is a offset pattern. Every offset printed piece has this dots. They only show that the piece is produced by an offset machine but gives no indicator about the source. You could only varify the authenticity, if your compare every dot with an original one and check if have the same color angles. If the original ones are produced on more than one machine, you will see even here differences.
A pressure plate costs about 100€ and you need 4 of them. For about 500€ you could create unlimited pieces (for less than 1ct per piece) with this pattern.
I also think that the price is no reliable indicator. A tenner with a Laz COA is worth between 2k and 5k, the same Tenner without a COA is probably worth less than 100€, as it has no real resell value. As I would never resell it, I don't care about the resell value. So an authentic Tenner without resell value is more worth for me.

For this we would need 1 high quality scan of 2-3 different LAZ Tenners. (At least 1200ppi)
With this I could check if the rosette pattern is always the same (thus all tenners were printed with the same offset printing machine) and based on this a check. Every machine and every pressure plate is unique as a fingerprint.

I think that you will struggle to find someone willing to part with a genuine tenner for €100 or less, just because it does but have a Laz coa, I’m afraid.

I am not sure how many are in circulation or how it is possible that Laz is the one who sets the market price for anything banksy anymore. I guess that’s the way in a world where anything ever officially made by banksy is sold for significantly more money than many things bought directly from the source, if you are lucky enough to get something direct.
