You would need to tear or cut it out to get to open the frame and remove the tenner.
Therefore anyone selling one with a tampered seal would be seen as suspicious.

Picture of the back of mine. By seal I assume they mean the white tape used at the back to seal the frame. You would need to tear or cut it out to get to open the frame and remove the tenner. It wouldn't be hard for me to change, I do my own framing so deal with this sort of sealed backing all the time.
I was hoping the seal was something more substantial which actually held the two pieces of glass together. They can do it for supermarket products so thought it could be achieved, but I don't expect it would be at all easy. Also you'd only see it once it was unframed so is not at all practical. Tough problem, but I bet if a gallery cracked it, those notes would be more collectable as a result.

Not sure what the point would be. So the scammer replaces the real one with a fake and sells the framed fake with all the paperwork. They are then left with the real one that is worthless as they have no provenance of its legitimacy.

If you try pulling it off you'd ruin the frame. And even if you were careful and did some sort of switch, it wouldn't make much sense. If you did pull it off and put a fake in there and remove the real one, you'd only have one signed in pen coa. And if you were stuck with the real one out of the frame, people might not trust it.
