Calais has always been a great town , with all the mix of English/French in the streets ( all borders towns are great and full of life, " un air de liberté " ). Calais is also a " poor " town, and never had a lot of help from the government or region , or investment ( apart for the Aerostar maybe ) ... Anyway ther is the Ferry crisis, a lot of unemployed and poor people too ( there is maybe les Bourgeois de Calais from Rodin, but Calaus in not a bourgeoise town ). Then they had to accept and help refugees ( water, curate, MÉDECINS ) who can't go to UK. At the beginning it was 100, now in few month the number passed from 3000 to 6000 ( I tell it again, Calais is a small town , nothing to see there apart ferries and bars ) ... So, you are a bit a bad tongue Polipou, a bit of culture with these Banksy can help this town ( all the France, in the extrem , were watching this Town as a big spot on the nose ! Now they will can another look on it ) .., Since the Eurostar Calais had become s dead town. No more ferries. And slit of bars closed. Not saying he is not making good money but it's an infinitesimal fraction of what he could be doing and when compared to what he gives back, the art world has just never seen anything like this and is still struggling to digest it. I've been pretty impressed with Banky's ethics and messages through most of his career but this is one of the worst choices, worst murals I think he's done. I don't care for another Steve Jobs.

Banksy could have stenciled the face of Tashfeen Malik as well. If perhaps there's a genius hidden among the immigrants there might might also be murderers as well right? Some of them might do good some of them might do evil - but hey they're all people "that don't deserve to live like that (apparently) so you have to let them into your country regardless of the positive or negative consequences, right?

What's going to happen when all of the supposedly "good" people leave all the horrible places in the world? Seems as though there will be a vacumn left behind with nothing but evil and dictators. Imagine how the world would be today if every citizen of Euroope that opposed the nazis fled the continent instead of stood and fought. I come from a pretty liberal background and I get that great people can come from all cultures and diversity has it's benefits but to what end is all of this? It's easy for artists to do.
Plus there is a fine line between making a message and raisinga wareness and gaining publicity by linking ones name to these type of issues.

By now they have surely suggested the names of people who would be responsible for appointing the committee that would elect the subgroup that will choose the consultant who will redact the RFP.
So as not to waste anytime this will be done in sequence with applying for national, regional, local, and European subventions to fund this project and the teams involved.

But most many African countries had a positive growth for years and some African countries are becoming the new economic hubs. Problem is that the growth only goes to a minority of people and that investment in infrastructure (which is costly) is not there yet. Gap between rich and poor is huge.
Another richness of Africa omitted here is its population; the largest and the youngest... If you check UN demographic projection in Africa, you will see that a large percent of population will be below 15 yo.
This said, it may change with more funding by China (it is coming). There are providing free interest loan to State to invest heavily in infrastructure (new road, railway, new port, etc.). And they said that soon Chinese company will set up in Africa.
As for personal experience, I live in Nairobi, a hub of Eastern Africa. Nairobi is a big city and it is not Kenya and people here are very very rich. Lot of show off, big cars, big 4x4, etc. There is a guy living in my street who has the Tron motorbike, a Lamborghini, a Rool Royce Phantom, and list goes on.
