Basically their Enforcement Authority has allowed Bitcoin to be used as a form of payment.
Two things that are particularly interesting about this:
1) The debt > BTC equivalent even if paid yesterday, will today be much lower. If they paid it today, the payer would have used up 10% fewer Bitcoin.
2) The state has said that they will auction off the BTC they receive to the highest bidder.

I bought 6 BTC when they were $100 each, then I sold that to buy LTC where I had around 200 at the time. Then I put it in Cryptsy and Big Vern took off to Thailand and stole all my money! Lessened learned, I should have kept the 6 BTC offline on a thumb drive and sold it now for Banksy's!
I do have to say that I enjoy the urban art collecting hobby much more than the digital currency collecting hobby.
