Spray paints today are usually acrylic water based. If Banksy uses the industrial type spray cans as used for spraying on vehicles and metal etc. They are fast drying and once fully dry, will resist white spirit. Acetone and cellulose thinners would probably do more damage.
It looks like it was painted over by some sort of white wall paint which is easily cleaned off using white spirit without affecting the Banksy sprayed paint below.

Has Banksy changed direction regarding placement. This time he has painted on the fixed metal bridge rather than someones house or property wall. Plus he has painted on council property as far as I know.
If the art does have a political message? I'm not certain but led to belive political graffiti is not classed as criminal. Plus if the message is anti Brexit pro Labour and the councillor who wanted it removed is a pro Brexit Tory, of course he would want the art removed from his borough.
Funny really when all said and done.

London as a whole voted firmly in favour of remain - 28 London Boroughs to 5 against, with 2.2 million remain votes. City of London voted 76.69% in favour of remain. By your logic an overwhelming majority of clever and decent people…
…the Barbican Basquiat tribute pieces were first seen Sep 17, so they went up early that morning or the night before. The same day people were seen pressing sheets of paper against the Ferris Wheel piece that used oil sticks - to create crude transfer prints of part of the image to sell on eBay, damaging the original in the process. And at the same time, again less than 24 hours after the piece had gone up, the larger piece had been “vandalised” with a red dot on one of the character’s foreheads, and another artist had added a piece to the side of the Banksy. It was clear that left unattended or unprotected neither piece would last the night, so very shortly after these initial interventions a City of London security guard was in place to prevent the pieces being tagged over or destroyed completely before plexi could be installed.
Rewind to Better Out Than In, Banksy’s New York Street residency in 2013 (how time flies). The first piece went up on October 1st. It took approx 12 hours to be located, or at least the location confirmed on social media. Within a few hours of this, the sign element of the piece had been stolen (a side point but this was likely an anticipated enevitibality and not discouraged from Banksy’s perspective), and within 24 hours the remaining stencil piece had been tagged on and then completely buffed. The piece was intact a matter of mere hours. Thus commenced a month-long daily chain of events, starting with Banksy posting a new piece on social media, then a race for NY Banksy fans and media to discover the location, get to the piece and take pics etc before it was either tagged or buffed to death, stolen, covered up or enterprising gangs of local “security” adopting a pay-per-view system for tourists. Even the theatrical daily cat-and-mouse of BOTI 5 years ago was not a new thing for Banksy street pieces. Buffing/tagging/dogging/removing the entire piece has been an inevitable by-product of a new Banksy for years. It’s not a 2018 phenomenon, nor is it a UK one, or a northern England one - or one that can in any way align to any analysis of local residents’ intellect or moral fibre.
In fact, the Hull piece was left untouched and enjoyed by the public for a remarkably long period of time before it was inevitably hit. It appeared on 26th Jan. Banksy confirmed it was his the evening of the 26th. It was buffed the evening of the 28th. So it was up and untouched for more than 2 days, with no plexi covering or “security.”
Add to this that Banksy’s stencil was placed partially on top of a traditional graffiti-writers piece. This has not gone down well with writers on more than one occasion in the past, with well publicised swift ripostes.
This data suggests to me that the buffing of the Hull piece was nothing at all to do with Brexit, or the people and politics of Hull. Your statistical analysis seems to say a lot more about you than anything else. Feel free to update your beliefs as you see fit.
