Please tell me there is more to this seal. Waiting for a clever explanation

It’s hard to understand how the Barbican ones were painted without authorisation from someone in the building so doesn’t surprise me at all.

I think it's simply reacting to his surroundings, no? He painted the capitalistic developer displacing families across the street and then found some inspiration from the missing mobil gas sign.  Unless I'm missing something deeper, perhaps just having a bit of fun like these:

Can’t believe Banksy is having a go at the Seals now! What he is trying to say is that they play around all day, eat fish, meaning a depletion in the fish stocks so the hard-working fishermen, have less catch and less money.
Guess he cannot pick on the bankers too much as they are the only ones who can afford to buy his work, where as the lazy seals are not part of his demographic
