What kind of daft question is that? Is there any difference? Is there a difference between a Rolex and a Chinese copy? Is there a difference between a Louis Vitton handbag and one from some guy on the street? Value. Collectability. Potential for appreciation. The fact that it's REAL and includes a COA. 32 year old member of 4 years asking a 12 year old quality question...

The unsigned print is just a copy of an original canvas.
I would be extremely suprised if they were made by Banksy and so it is quite possible they are exactly the same.
No one is questioning that there is a market for the authorised, POW stamped ones and the seller has stated he is open to offers.
The framing does indeed look stunning.
