It's not rocket science writing numbers on prints and counting them. That is if they printed and numbered the whole edition in one go? Maybe in the early days they just printed a few and numbered thoses as they were not sure if all would sell? The editions were well over printed, there were loads of drugs flying around and a fair share of booze, people might not have been getting paid, POW were flat broke and flogging prints on ebay to stay alive, want any more reasons? That makes sense 
I guess it's the fairest way to change the doubles to AP and give a certificate for that

Recently they changed the system to the same as applying for a COA with no cost applicable. Bambi wont have this problem though, thheyve has documented everything at every stage of their grand plan for world art domination, so you dont have to worry about numbering issues on bambi masterpieces

For swiftness also who you bought it off. Check with the seller that the COA is in their name. Can also be helpful if they email PC to say they have sold it to you. As well.
If you do all the above its usually pretty swift

This is because the first time I ever applied for a change of ownership I was told to submit pictures. I submitted them via email. One month later I had no reply.
