It is heart shaped though, turn it 90 degrees to the right and you'll see the shape a bit more clearly. So maybe she sling shotted the heart at the building and it burst with flowers.

So the flowers up on the wall are actually plastic ivy painted red. And the flowers dropped on the road sign are something different. Makes sense from a technical point of views as plastic ivy will come in long lengths and be easier to wrap around wire etc. to make the piece to go on the wall.
The centre is made up of plastic roses.

The 30 or so people I saw around it were all smiling, as were the people in the traffic slowing down as they passed.
In fact my favourite thing wasn't the piece, it was the primary school class posing underneath for their teachers with massive grins on their faces 😁

Not sure if this was aimed just at the council (re: BCC) or against the preservation of Banksy's works by the council. Some people round here with an axe to grind on both.
