Mentioned in this old thread from the time. 

500 copies pressed and only available at Trading Post records in Stroud (where Kieth Allen lives) and at Rough Trade in London.

Thought it might be an idea to copy the relevant bit from the linked Times article:
"If there is any doubt about Allen’s passion regarding the corporatisation of sport then look what he did to protest about the London 2012 Olympics. He was so angry that a three-minute pop song wasn’t a large enough canvas. Instead he wrote an opera. “My opera is as relevant to the World Cup as it was to the shenanigans of the Olympics,” he says. The opera, Will Cliff Be There?, is a sprawling work that addresses the politics of the IOC, the repercussions for local and global communities, and even the struggles of Saudi Arabian sportswomen . As ever, influential pals mucked in: Rowetta Idah, the singer with Happy Mondays, appears, and the CD artwork is by Banksy."
