i've heard if you sell something like a sticker/e-book @ £40 for example, and when all 49 have been sold, you will give the print away to the purchaser who matches the next saturday's bonus ball, get me?

This is not about giving people the chance to bag a cheap Banksy, it is about you receiving £400-500 more than this print usually sells for on eBay. Moreover, you are trying to use an auction website to effectively set up a closed lottery to make sure you pay listing fees for £39 and not £2000. Therefore, it will not be just 1 happy person walking away, but 2 (including yourself).
Personally, I think it is a bad idea to execute this on eBay. This listing will almost certainly get cancelled again, and you may find yourself stuck in a sea of refunds and hassle.
If you want what you consider as a "fair price" then start a BIN auction.

im moving out at the end of the month to a new home thats why im sell 1/2 my art
ive payed over the odds for loads of stuff wich doesnt bother me coz i got it as i liked it now i need to raise quite a few £££££'s as i need it to sort out my new place so i thort this would be a good way to get a fast sale
plus not alot of people have £1000s of pounds so im giving people a CHANCE to get a banksy like the old days cheap cheap
ive said my bit if anyone wants to bid on the tickets thats cool up too you this will run for 30 days
if at any point the sale gets pulled it will be relisted till all tickets are sold
if anyone buys a tickets and wants ther money back at anytime thats fine no worries
