I would say you were right then, but certainly not today (and I have the utmost respect for both artists)
In every dimensions Banksy is now #1 of the Scene and it will be remembered like that.
Interestingly I find that's Shep's combats / causes have evolved, and are more in line with the times than Banksy's general "stick it to the man" line of thought...
But if the scene is Street / Urban Art, Banksy is the king, and don't think that will change.

Personally, I'd probably go with KAWS as he has the institutional support and is apolitical. Murakami's financial troubles will have him focused on the short-term, and while I love Fairey and own some of his stuff, his political stance probably turns off some high net-worth collectors. Invader is another interesting choice, and he'd round out top 5 for me, but not #2.
