Help Needed...Info about buying in the US, by Wearology on May 28, 2012 3:18:59 GMT 1, I have been shipping art from America to locations all over the world for the past 15 years and I have never heard of a customs fee. You should ask the vendor to use The United States Postal Service and ask for them to use International Priority Shipping and provide you with the tracking numbers once it is shipped. This service allows the recipient as well as the sender to track the parcel online. The only downside is that the parcel can only be insured up to $650.00.

Either the person who is telling you that is lying or has no idea. They may also be warning you in advance that they are not responsible for any fees incurred when entering your country.And have estimated it to be $80. This is common and the norm.

If the seller is asking you to 'cover a portion of customs clearance fees' then this would indicate to me that they are taking care of local fees i.e. sending the goods DDP but asking you to help out with a negotiated portion.
If this is not the case then I'd be very tempted to ask them to clear the matter up, as DDU is normally the way goods are shipped (Delivery duties unpaid) and the buyer simply sorts local taxes/duty with local customs upon arrival. If they've calculated $80 how did they do that? Did they really look up the UK VAT rate and handling costs or is this a fee that they think they will incur over and above local duties you're responsible for? If that's the case then I'd also ask why that is the case and check the handler they are using (as wearology advised). Check they're not pulling a fast one too, as Brendan advised, there will be no fees on the goods exiting the country.
