That was my original thought but I didn't feel qualified to make the list that would get voted on. Thought you need a bit of bickering first to get the list together.
But yes all opinions and for me a nice break from all the sale posts since I don't have money to burn.

Overrated. Parla (squiggles)/Frdinks ( drips n swirls)/Stik/Brainwasp
Under.......Replete/Joe Loughborough/Asbestos/Emma Tooth & loads more i cant think of but a s**te load better than some lauded on here.

I think there are a few big names who are loved by some but not the masses and who are producing work which I think is the dogs (... I'm surprised that more people don't agree).
My top 5 examples:

- Harrington
- Matt Small

Too much to mention. The combination gallery x art school student trying to create a new 'street art hype' is just so obvious.

i love 'em both, can't help it, but, yeah, they are overhyped. overrated? i dunno about that. here, at least, stik is almost universally poo-poo'd.
in both cases, if they manage to grow and evolve as artists, then i think their early period stuff will be looked upon w/ great fondness.
underrated:
dal east. then again, you've got to be well known to be underrated and i don't think he is quite yet. i find his work fascinating.

Very technical and clever, lots of concept etc, but hugely boring to look at. Might look nice on a Paperchase diary but thats about it.
I think his street art is amazing...the scale and amount of interesting things going on just captivates me. Not sure his prints work though. Have you seen this vid before? Maybe it will make you like him more...

I see one mention dal east. I agree that his work is great.
I noticed this artist a long time ago, and i even think there are a few threads about him here.

Replete-(own nothing by him, although he is on my site). But the man has mad skills and I will one day own some work, when I can afford it and the right pieces come along, I think he is by far the most underated artist there is.
Andy Council-I only own this by him, its wicked.
Xenz- I'd love to have a house full of his work, he's work is stunning and is the most improved artist apart from Jago and Neate that I can think of.
Although not urban I think and I have a interest in her is Georgia Cox, in terms of value for money the best by far our there IMO.
And finally 'The West Country Prince'
Middling- I think Jago and Neate get the praise they deserve. I love them both equally, just don't think there underated.

Kaws(although I like some of his work)
Eine(again I like some of his work)
Os Gemeos(I love their work), but the prices are out of this world. Should have bought a painting 5 years ago when I was offered one for £2k. In fact I did try and go ahead, but their English wasn't good and communications stopped.

He had a print @ POW that sold out fast and they want to release a new print for some time now.
I talked to him a couple of times and it seems he's just not into the business side of 'street art'. Wich makes me like his work even more
