I am not sure if this is actually only relevant for France but here's my issue.
Context: I got two paintings sent from Singapore to France. Those are originals / unique editions. The tax that should apply is 5.5% and there should be no custom fees as per our "article 278 du code gรฉnรฉral des impรดts".
Issue: the sender attached a picture of the paintings and an invoice stating "wood paintings". And you know what happened... DHL did not apply the right code and charged me 20% + custom fees. โObviously I had to pay the full amount first or they would send it back to Singapore. Only then would I be able to raise my claim, which I did i.e. I sent 3 emails, called numerous times only to being told after a-month that: (1) they applied 20% as there was not enough information to classify the parcel correctly and apply the right custom tax code, stating that the invoice should state "unique edition 1/1" etc. (2) I had to pay โฌ50 if I wanted to raise the case with the french customs so I can get part of my money back.
Has anyone had any similar issues? Wtf do we have to pay those โฌ50?

I highly doubt that the tax code indicates that it has to be "unique 1/1" or anything similar to qualify for reduced VAT. Page 14 VERY CLEARLY SAYS "WORKS OF ART". They don't have a leg to stand on. Anyone with half a brain knows that a painting is art.

Who is charging you 50 euros? DHL or the french customs? That is outrageous! You shouldn't have to pay anything to get a refund. DHL is charging me 50โฌ to raise a claim ... regardless of what french customs end up deciding. The weird thing is that the guy from DHL is telling me it would not be "judicious" to go ahead. I mean ... wtf? This is none of his business, unprofessional and he's not providing any evidence. I should be getting ~ 87โฌ back and that guy is telling me that's not judicious, wtf? Since I never heard of those 50โฌ before, I asked them to provide their terms and conditions where this is stated. Hopefully it won't take another month for them to get back to me.
I tried to reduce it over the phone before I paid. They told me (1) it was not possible, (2) that I had to pay the full amount or the parcel would be sent back to Singapore and (3) that I could only do a claim after I paid it in full. I am well aware they are wrong but my concern is that the ppl I've dealt with at DHL only have half a brain, which is not even functionning properly...

mrizzle had similar issues with this charge, see bottom of this thread. urbanartassociation.com/thread/169305/paul-inscect-avant-launch-allocation?page=7 I'm not sure how they get away with it. At the very least the fees should be refunded if it's a successful appeal imo.

I remember having problems with a collection from Artnet where the DHL rep demanded and EORI number and wouldn't listen when I said I didn't need one. Artnet had to have their DHL contact step in and tell the employee to ship the print ASAP without it.
It helps to stay polite, control your tone and have proof that you're in the right.

I learned from experience that I shouldnโt wait for the shipper to go through customs clearance.. because once they start this process (with the wrong info) itโs very hard and time consuming to sort it out.
once the item is shipped I contact the courier and send myself and send them the documents and declarations explaining that itโs an art piece and should be taxed as such.
For important pieces if youโre using a specialized shipper/art delivery service they know what to do on their own. But if youโre using Fedex/DHL/UPS directly you have to hold their hands to make sure they donโt fuck it up.
At least itโs like this here in Italy.

I have over 10 unpaid invoices for Fedex. I rang/emailed many times and told them I won't be paying until they send the correct invoice amount.

(2) they're telling me that moving forward, I need to ask for detailed invoice, mentioning this is a signed piece of art, a certificate of authenticity, a full description of the artwork and so on ... what the hell???
(3) I have tried the polite "can I speak to the manager/supervisor?" card ... I am still waiting for someone to call me back.
It may look like organised scam to me but suuurely I am missing something...

Here in Italy they accept a declaration that I prepare and sign myself instead of the detailed invoice, COA etc.
I think this situation with shippers and customs got really worse with COVID and the increase of their volume of work.
I currently have three packages โlostโ in the customs offices (since Jan)! I supplied all the documents but they still havenโt cleared customs and nobody knows where they are exactly!!

What courier companies like DHL fail to appreciate is that we are paying for their service, often named as "processing fee" or "brokerage charges". In other words, they are being payed to deal with import / custom charges and problems that may arise. Their job is much more than just delivering a parcel from A to B. They need to start taking some responsibility. If DHL asked me to pay 50 Euros to make a claim I would tell them to f**k off! I would then make a formal complaint to their head office. I'd say they are also being paid by governments to collect the duty in the first place (I could be wrong), so why should we pay an extra fee for DHL/UPS to collect it.
If we buy a print for a grand then it should be duty on a grand not duty + a fee

Hi, the same thing has happened to me, just received a customs duty bill from DHL(uk) for ยฃ250 (the artwork cost me โฌ800) so I'm not paying that.
...so something has gone wrong there.
Iv emailed customer services twice but had no reply.
How did you get in touch with them?.. ..did they correct the mistake?
If anyone can give me some advice I will be so so soon grateful.

I was speaking to them today, and they advised they are way behind on sorting Import Duty issues.
Not art, but we import items from the EU and the Far East through work with Fedex/TNT, and we are waiting for Import Duty Invoices from March.

It may be worth keeping on top of Fedex/TNT?
I was speaking to them today, and they advised they are way behind on sorting Import Duty issues.
Not art, but we import items from the EU and the Far East through work with Fedex/TNT, and we are waiting for Import Duty Invoices from March.

Sender has to give over a bit of info with regard to whatโs in the package, which I assume,....determines which category it comes under. You still arguing the toss?

Iโve already received the art and paid the 5% so now that I have a revised invoice for 20% (minus what Iโve paid) I wasnโt sure whether I could just chin it off and forget about it or whether I should pay it and then try to claim it back from HMRC. UPS are saying itโs not them charging, itโs HMRC who have done a revised invoice. So confused.
