You need a past state to be able to define the next state. Well, this can't be divided by 24, so therefor I conclude it's not true.

Parliament will have to vote on it. The debate will be interesting seeing as the 'deal' appears to be pretty much identical to one Johnson and the ERG all voted against previously, and one which the DUP simply can't back.

Bojo has been brown nosing round the EU member states, allegedly asking them to say they would reject an extension. None have done so, and its been said by the EU an extension for good reason is acceptable.

I'm fairly sure that means the EU leaders won't be able to approve or reject any proposal. Johnson is going to have to request an extension. yep, they have said, no legal text today, nothing to discuss, nothing to discuss today, no need for a summit, as the summit "will not involve any negotiation", only acceptance of the deal or not. Although apparently they may still not give it a final OK at the summit as they now also want to know it will pass parliament, so maybe saturday.
He probably already has 2 versions written out.

For a man that doesnt want an extension from the EU, to the point of dying in a ditch, its weird that he is on his second EU granted extension of the day already. I wonder if after 4pm he will have a hatrick of extensions in the one day.
