What is the meaning then? I clearly have misinterpreted it for a long time as I thought that fella was waiting for the same named train line that runs between it and london. That has to do with the town as opposed to the rails? I've always thought differently and liked it just the same.

I loved it immediately and bought one when it was released!
My interpretation of it was that Weston Super Mare (sad seaside town) and the elderly gentleman on the bench (of whom there will be plenty in WSM) both represent inertia, decay, relics of the past. The circular saw is Banksy coming to destroy it.
In many ways similar to Bomb Middle England, he's attacking a certain aspect of society that I imagine he feels holds back progress.
