They confirmed that if you are in the UK and bought something from Europe in 2020 but it does not ship until 2021 you will pay - EU VAT in the country you buy from - because UK is in the EU - UK VAT when the item is imported, because at that point UK has left the EU
Totally unfair, but I suspect there will be a lot worse as we leave the EU alignment on Thursday

Big, well established galleries will be ok but small independent artists based in Europe will simply start saying "sorry, no shipping to UK". But you can't just stick a print in a cardboard tube and ship it without paperwork. I'm guessing it's the same from EU to UK as it is for UK to EU. Ask any small business in the UK about the huge increase in red tape when shipping to the EU next year. They're pulling their hair out over it all. oh no, the travesty of having to print out a few a4 customs forms to stick on.

And even though paperwork is made by shipment companies (not always, woh pieces was a nightmare in my case), it’s thousands time smoother to buy inside the European Union. Small artists will suffer a lot in both ways, but I guess it will be worse to uk ones

Then it will sit there for two weeks, until the buyer contacts then sender and says it hasn't arrived, then the seller will check the tracking and a little warning sign will be flashing saying they require additional information to be sent by date x, which is now 2 days away, sender fills it out and sends hoping it's not too late, meanwhile has 7 emails from a disgruntled buyer. Nothing happens for a few days, relentless back and forth, turns out they didnt get the info in time and the item is being shipped back. That's one undamaged print, in one tube. Add up the hours and you made a significant loss. Rinse and repeat x the size of the edition.

I was expecting to pay UK VAT of 5% (since an artwork) when the item is delivered to the UK. (Which I thought was always the case with EU purchases but perhaps wrong?)

For the time being the receiver wont have to pay any duty. I imagine it is the same the other way round for sending art to the UK. Here, customs duty and VAT will be payable on goods arriving from the UK (excluding NI). Where duty is payable, this can be done at the point of purchase or at the Post Office when collecting the item.
I presume these charges will apply across the EU, making UK purchases including art, somewhat more expensive.

They already do this for the USA and Norway (i.e. if you sell to the USA the buyer pays tax..its collected by ebay and you never see it) They collect the tax on your behalf But they ignore any variations on the tax rate (eg art at 5%) and charge everything at the full rate!!

They already do this for the USA and Norway (i.e. if you sell to the USA the buyer pays tax..its collected by ebay and you never see it) They collect the tax on your behalf But they ignore any variations on the tax rate (eg art at 5%) and charge everything at the full rate!!

Emerging UK bands and muralists touring Europe will be a thing of the past. Such a ridiculous move. I wonder what the first big test/collapse will be. I agree. Big, well established galleries will be ok but small independent artists based in Europe will simply start saying "sorry, no shipping to UK". It just wont be worth their while to have to deal with all the extra paperwork and the hassle. Of course they won’t, they ship to US, Japan, Hong Kong all outside the EU, sure they can manage.
